Update Okular for gnupg >= 2.4 to the correct version.

This is the version of Okular actually used for gpg4win-5.0.0-beta190.
This patch should also make sure that gen-tarball.sh --auto does not
update the gnupg22 versions of okular and mimetreeeparser.
