MSI: Update VERSION file to ini format

* src/gpg4win.mk.in: Update VERSION file to the new format.

This will give us much more freedom and already allows us for
example to set the homepage or the bug URL directly. It is
a better solution that has a chance to be included upstream
and not some very custom format from us.
