Install logging conf for Kleo and config desktops

* src/inst-kleopatra.nsi: Install qt logging conf.
  Install config desktop files.
* src/uninst-kleopatra.nsi: Uninstall this.

While we don't use KService and real desktop file parsing
anymore we still use them to get a localized name of the config
module and the icon name.
