MSI: Take more l10n from WXL

* po/gpg4win-de.wxl, po/gpg4win-en.wxl: Add new strings.
* src/make-msi.pl (nsis_translate): Use WXL loc.

Using WXL localization allows us to change the locale
at link time using the same wxs scripts /wixlibs.
