Hack patches to avoid picking up build sys libs

* patches/kconfigwidgets/0001-Make-QDbus-optional.patch,
 kiconthemes/0001-Make-DBus-optional.patch: Don't make dbus optional
 for Windows.

This can lead to the dependency beeing picked up from the build
system and not for the target system.
