Fix regression in NSIS 1.11

* src/nsis/inst-sections.nsi (skip_gpgme_browser): Select SEC_gpg4win.

Actually this is not a regression but more of a bug fix. It seems
that versions up to at least 3.0.6 always included the first section
encountered
