Set Distributor as variable

* configure.ac (DISTRIBUTION_TEXT): Add variable.
* src/Makefile.am (gpg4win_pkg_kxmlgui_configre): Use DISTRIBUTION_TEXT

This uses a tasty hack to have spaces in the DISTRIBUTION_TEXT
as there appeared to be no way to quote them correctly I used
unicode spaces. This also converts the configure.ac to UTF-8.
