Install libkleopatrarc to share instad of etc/xdg

* src/inst-libkleo.nsi, src/uninst-libkleo.nsi: Change
install location.

The Qt5 patch also added etc/xdg as a config location but
since only libkleo uses that installation path from
our packages we can skip that by installing libkleopatrarc
to share.
