MSI: Add rule for individual MSI scripts

* gpg4win.mk.in: Add a rule to generate individual scripts.

This should usually not be neccessary but can happen when
someone manually removes a .wxs after make-msi.pl has been
run.
Usually make-msi.pl generates all the scripts.
