Use gpg4win/3.1.27 branch for libkleo, too

* gen-tarball.sh (libkleo): Use branch.

It probably makes more sense to have the branch as a parameter
of the script, but I am kind of scared that we will then forget
which branch is in which version of Gpg4win. This way we tag / history
the branch we used.
