Allow authenticode signing using a card.

* configure.ac (IS_VSD_BUILD): New ac_subst.
* src/gpg4win.mk.in (AUTHENTICODE_sign): Allow for card based signing

Our new cert is not anymore provided on a proprietary token and thus
we can switch back to osslsigncode and avoid the whole Windows based
signing stuff.
