Configure breeze-icons without icon generation and icon installation

* src/Makefile.am (gpg4win_pkg_breeze_icons_configure): New.

We don't need to generate or install any icons (which costs a
significant amount of time). All icons are embedded as SVGs into the
icon library that the apps link against.
