Use the standard autogen.sh.
* autogen.rc: New. * autogen.sh: Update from Libgpg-error. * compile, config.guess, config.sub, install-sh, missing: Move to build-aux/. Update config.guess and config.sub. * configure.ac: Adjust for changes.
This also fixes the beta numbering.
Note that we do no check anymore in advance that the 64 bit gcc is
also installed under Windows.
