dirmngr segfault on fuzzed input

Description

Played around with american fuzzy lop.

dirmngr --load-crl <attached-file>

causes a segfault. Sorry that i did not mimalized this file but the playing
around was some time ago and I currently don't have a dirmngr compiled with AFL
at hand. But I thought i should report this.
