Supporte tilde (~) expansion for dirmngr option hkp-cacert

Description

Please support expansion of the tilde character for the home directory in the
dirmnger option "hkp-cacert" when used inside the dirmngr.conf.

I am using my configuration files on different computers where I have different
user names. The lack of home directory expansions currently breaks this approach
for dirmngr.
