GpgOL: Encoding problems in German

Description

The overlay "Resolving recipients" "Encrypting" has encoding problems. This is a bit ugly.

Also the diagnostics coming from GnuPG need to be converted from ACP (see Kleopatra QString::fromGpgOutput). Before they are placed in the message box. This has lower priority.

As mentioned in T6134. The overlayer encoding is still broken and only as a workaround uses verschlusseln instead of verschlüsseln in german. Should be fixed once and for all.
