GpgME: Support offline flag for all operations of gpgsm

Description

Currently, the gpgsm engine of GpgME supports the offline flag (which maps to --disable-dirmngr) only for keylist operations. The flag is also useful for import operations (T6532: Kleopatra: X509 import needs to be offline) and maybe for other operations. Therefore, it should be supported for all operations.

Done. This can be tested with the run-import test runner (which I did).
