Are you sure this is from a regular Outlook installation and not the common web based outlook? Please enable GpgOL logging and share the log with us. Do not use production keys or messages.
This cannot be from the web based outlook since there is no GpgOL addin there. The warning about not using production keys or messages is also not applicable for GpgOL, as long as you do not check "Include Data" we log nothing about any keys or messages.
How to enable logging is explained here: https://wiki.gnupg.org/TroubleShooting/LoggingWithGpgOL Log level please + Outlook API and please restart GpgOL after enabling the logging and maybe try to open an encrypted message so that we can see the list of other installed addins. A screenshot of the installed COM Addins would also help.
