random: Keep --enable-random-daemon, but not its use from runtime.

* configure.ac (--enable-random-daemon): Don't define
USE_RANDOM_DAEMON, but use the conditional ENABLE_RANDOM_DAEMON.
* src/Makefile.am: Use the conditional ENABLE_RANDOM_DAEMON.
