speedo,w32: Adjustments for the new Unicode NSIS plugins.

* build-aux/speedo/w32/inst.nsi: Convert to UTF-8.  Add Unicode
statement.
* build-aux/speedo.mk (installer): Remove -INPUTCHARSET.
