w32: Add launch-gpa tool

* src/launch-gpa.c: New.
* src/Makefile.am (bin_PROGRAMS) [W32]: Add launch-gpa
(launch_gpa_LDFLAGS): New.

This tool is used to start gpa so that Window does not allocate a
console.
