Change License of versioninfo.rc.in to GPL
To avoid headaches with the previous non standard permissive
license we change it explicity to GPL to be in line with the rest
of the code.

Here I would not say it is needed, because that is the same license blurb that is used all over the place in Kleopatra.

Looking again at this: There is a reason why I used the simple permissive license for _that_ file and didn't referenced the Program (GnUPG) here:
a) It is not copyrightable
b) The license is much simpler and won't run into conflict with any other license
The licence is well-known and identified as
SPDX-License-Identifier: FSFULLR
