build: Fix for new gpgrt-config and *.pc.
* Makefile.am (DISTCHECK_CONFIGURE_FLAGS): No --with-*-prefix. * configure.ac: Check gpg-error before gpgme. (GPGMEPP_CXXFLAGS, GPGMEPP_LIBS): Move from m4/gpgme.m4. * m4/gpg-error.m4: Update from libgpg-error. * m4/gpgme.m4: Update from gpgme. * m4/libassuan.m4: Update from libassuan.
