Adds a new Action to add an encrypted attachment
without the signature.

* src/gpgoladdin.cpp (GetIDsOfNames, Invoke): Add callback
handling.
(GetCustomUI): Add new UI for action.
* src/ribbon-callbacks.cpp, src/ribbon-callbacks.h
(addEncAttachment): New.
