MSI: Add support for encrypted installers

* src/gpg4win.mk.in (stamps/stamp-$(1)-upload): Add
encryption
* src/make-msi.pl: Add some ignored files.

Customized installers might contain confidential
data for configuration etc. So it helps if we
upload them encrypted.
