Add kio_file build and packaging

* patches/kio/0001-WIP-Remove-dependency-to-dbus.patch: Add file
ioslave.
* patches/kio/Fix-cross-build.patch: Merged into new patch.
* src/inst-kio.nsi, src/uninst-kio.nsi: Add kio_file plugin.

This fixes that kio_file could not be found by Kleopatra. I missed
this as it is a plugin and not an executable like I expected and
it was disabled for android which I just also did.
