MSI: Comment out not working target experiment

* src/gpg4win.mk.in: Comment out code which tried to
avoid multiple target definitions.

This was an experiment I did last year and which
accidentally made it into the initial Qt6 WIP commit.
Since then I was confused why it was just broken...
