Add an encrypting filter to enigmail

Description

Similar to the current decrypt permanently filter add an encrypt filter. To encrypt incoming mail to a provided recipent or keyid. This filter should be chainable with other filters.

IMO this would be the first step to have the options we need for EasyGPG.

I now got something that works on MIME mail rENIG1cde116d7a3dadcd8ddd45ee1259cc62a4de9cd3. This patch leaves the original mail & decrypted version in the folder on the IMAP server.

It would be nice if someone could test it.
