Offer to reencrypt existing crypto mails when switching keys

Description

When switching keys for an identity in the configuration it should be offered to decrypt and then encrypt exisiting mails for this account.

I think it should be possible to use the filter code for this so this task is blocked by T3339

I have a patch for this, but its not so good and we did not see a chance to get it upstream. For even medium sized mail accounts it already took to long as Enigmail (or better the Thunderbird Addon API) is prohibitively slow.

We should probably finish this someday but make it more of a hidden feature so that users who really really know what they are getting into can do it.

It's currently possible to also do this through the rencrypt filters.

Looks like this should be handled in the Enigmail tracker, if being handled at all.
