I'm trying to find all relevant information first, then we can discuss who should work on this.
From reading T3425, I would say that QT isn't supported anyome on both, XP and Vista. XP has the additional issue, that CancelIoEx is missing (which seems to be called from QT since Q5Core.dll uses CancelIOE).
I recieved the Log File of a user which may helps analyzing this problem further
I don't know yet what exactly is going wrong, but it seems that it is consistently not working with standard configuration on Vista and XP.

I didn't open a bug for this, but what happended was that, after i changed the portuguese translations files from ISO-8859-1 to utf-8, the accents broke:

With the GPG4Win 3.0 Release, the software is differently distributed to the System. In the 2.x releases it was one folder (usually C:\Programms\gpg4win), now it is distributed to two different folder (C:\Programms\gpg4win and C:\Programms\gnupg). So the complete GnuPG files have been rearranged to their complete own folder.

My suggestion would be to create a wiki-page (http://wiki.gnupg.org/SampleKeys) or to store it in the git repository (gnupg/tests/samplekeys). That way they would be in a public place and reachable (and linkable) for everyone.

So the CRL file was not automatically pulled via console either.
I tried it on two different autohrities.

Seem to be different errors, but it doesnt work from command-line, too.
But the error from the front-end is different, when I tried importing via

It is now patched in gpg4win and I think aheinecke pushed the patch also to linux.
The Bug iteself has been resolved with that patch, but is yet unreleased.
