This was a problem in WinPT pre "new-gpgme".

Because 0.9.92 is rather obsolete I close this bug.

The current window code does not work with all kind of
windows. There is nothing I can change about it. But
my recent tests showed that the updated code >= 1.0.0pre1
seems to work with most window types.
I'm not sure what WinPT release you use, but make sure you
do _not_ use the Windows Privacy Tools from SF.net. Use gpg4win
instead or directly WinPT (1.0.0pre2) and GPG 1.4.5.

Will be fixed in the next release.
Actually this was a problem in earlier versions of WinPT.
Since 0.12.X I was never able to reproduce the problem and thus I
believe it is fixed. Please update to version 1.0.0pre2.
I could not reproduce the problem with a recent WinPT version.
If this problem occurrs again with gpg4win 1.0.4, please could you
provide a step-by-step report and maybe also the key which caused the
problem?
The WinPT you talk about is "Windows Privacy Tools" and not
Windows Privacy Tray. Thus the bug tracker at SF.net should be used.
There is no active support for win95 any longer.
I could not reproduce the problem any longer with 1.0.0preX

Timo, please check whether this is still the case. IF it is a problem we might
want to just document thsi as a problem.

Seesm to be realted to Windows. However there are no
version imformations except for this cpp 733 - whatever this
means. The software is not by us; please ask at the
mainatiner of GnuPT.

Please update to the latest gnupg of that series (1.2.7) or even to 1.4.0a. You should also run the decryption from the command line to sort out where the problems are.
