I like the idea, but I'd implement it slightly differently (nothing major -
there are a few unnecessary #includes, and I'd rather protect pct_expando in
pct_expando rather than rely on the caller to submit sane arguments).

This is a problem with pinentry.
We did quite some work on the Widnows stuff and the forthcoming 2.0.10 should
fix a couple of problems. There is a weel known problem with card chnage
detection on all platforms. We are still working on that one. As that is also
tracked by other reports (probably several), I close this one.
The test scripts are not reliable. They will be disabled for 2.0.10 and
eventually replaced by better tests.
1.2.1 is not anymore supported.
That does not look at all like gpg.
We are anyway going for GnuPG-2 on Windows. With the gpg-agent framework, there
is no more need for application specific passphrase entries. Thus I close this
bug and wait until it gets a new life in Pinentry ;-).
Smartcard support has greatly been enhacned and several bugs fixed. This
feature would thus be more or less useless.
We might implement something along with planned changes in gpgme. No concrete
schedule, thus I close this request.

That has been fixed in the SVn for some time:

The problem is still there with
Kontact proko2 2.1.12 and gnupg-agent 2.0.9-0kk2 on Debian Sarge.
And Kontact enterprise35 20080826.852422 Etch.

That was not a proper fix. We need to decode the hextstring in gpg-agent too.
